CANAL WINCHESTER, Ohio (WCMH) – A real estate company wants to build a 122-unit apartment development, and some residents have expressed concern about its potential impact on traffic. 

Cleveland-based Stark Enterprises has proposed an apartment complex on a 25.8-acre lot along the east side of Hill Road near Greengate Boulevard. A rendering of the development shows signage with the name “Canal Winchester Village.”

The proposed multifamily development includes a clubhouse, pool, fitness center, pickleball court and dog park. The plan shows the complex would feature both two and three bedroom units, spread throughout 27 buildings that are predominantly a single-story, with some buildings having a two-story element in the center. Each unit would feature a two-car garage and a driveway. 

The complex would feature a total of 421 parking spaces, including 244 garage spaces, 122 driveway spaces and 55 additional parking spots. Private streets would run throughout the development, with no on-street parking permitted. 

An existing tree line along the south and east sides of the property would remain in place, and 453 more trees would be planted throughout the property. The proposed development is surrounded by single family homes, and sits near a Meijer and a handful of restaurants. 

A handful of residents spoke at a March 10 planning and zoning meeting, sharing their worries that the development would add more traffic to an “already congested area.”

“It’s like trying to put 10 pounds of candy in a five-pound bag,” Hill Road resident Kenny Orr said. “Too many people, too many cars. … This road is already jam-packed.”

Also among those who spoke out against the development was Roberta Miller, another Hill Road resident, who echoed similar sentiments about the road already experiencing too much traffic.

Despite the concerns of some, the city’s planning and zoning commission recommended the plan to city council for approval. A phasing plan states the developer is aiming to finish the project by spring or summer of 2028.
