After arrest, Whitehall councilman sworn in

Councilman Gerald Dixon appeared Tuesday in Franklin County Municipal Court on charges of gross sexual imposition and compelling prostitution. He was released on bond and was sworn in Tuesday evening. He told NBC4 he would not resign.
